The international civilian observers have patrolled the streets of Hebron for almost twenty years. Their job is to provide Palestinians with a sense of security by reporting violence and abuse. But their reports are confidential. There is increasing frustration that the parties fail to deal with the problems the observers have highlighted for so many years. We join the observers on patrol in one of the world’s most conflict-ridden areas.

TIPHs (Temporary International Presence in the City of Hebron) mission was supposed to be temporary. It was established after the Israeli settler Baruch Goldstein shot and killed 29 Muslims inside the Ibrahimi mosque in Hebron in 1994. In this documentary, children of new settlers hail Goldstein as a hero. Native Palestinian children and Israeli settler children grow up as next-door neighbours. Between them there are brick walls, wire fences and a hatred the adults do nothing to curb.

So far, Norwegian authorities have spent over € 30 million maintaining the observer mission in Hebron. But how long should Norway finance a mission limited to simply observing? And how long will the observers continue to report violations when nobody seems inclined to do anything about them?
